Enable Google Consent Mode settings to be customised

Problem/Motivation

There is a need to allow users to manually set Google Consent Mode settings to avoid blocking storage of analytics (and other types of storage) that clients may need to grant access to.

Steps to reproduce

Inspect a page on a project where the module is installed and look in the head to see the scripts being loaded. There is no script for Google Consent Mode settings as described on the Cookiebot implementation page found here: https://support.cookiebot.com/hc/en-us/articles/360009192739-Google-Tag-....

Proposed resolution

A patch was created to add the suggested script as described on the Cookiebot implementation page above and form elements were added for users to specify which storage types to grant or deny access to as required.
