Quant purger clear registry button doesn't work

Problem/Motivation

When using Quant Purger and the Purge UI module, the purger status shows the following warning which is confusing if you don't know how the purgers work as you might think the Quant Purger module isn't configured correctly.

There is no purger loaded which means that you need a module enabled to provide a purger plugin to clear your external cache or CDN.

Steps to reproduce

Install and configure Quant, Quant, Quant Purger, Purge and Purge UI modules
Go to /admin/config/development/performance/purge
Check the Status items on the right side
Result: You'll see the warning above
Expected result: No warning or some additional information explaining why the warning is there

Proposed resolution

Figure out how to get the warning removed or add some additional information as a status message or something explaining why the warning is there.

Closing postponed 1.x issues as the focus is switching to the 2.x branch and these are lower priority.
