Base form id applies only to specific Webform

Problem/Motivation

Base form id is set to something like webform_submission_webform_$ID_add_form which only applies to specific Webforms with the same ID and doesn't allow for customization in all forms.

Proposed resolution

Remove Webform ID from base form id.
