Collapse Moderators when not used, but open when unsaved

Problem/Motivation

After 🐛 Make the fieldset collapsible Fixed and ✨ Determine whether the user_list has changed Downport in ACL, we can fix two regressions

  1. The "Moderators" details must be collapsed when no moderators are used, to reduce overload.
  2. OTOH, when we have unsaved moderator changes, we need to open the "Access control" details to let he user verify the changes and to remind them to hit the [Save] button.
