Problem/Motivation

Determining whether the list of users in ACL has been changed is a pain for the client module. ACL should provide an API for that.

Proposed resolution

Implement acl_edit_form_get_user_list_changed($form) with a bool return value, along the lines of acl_edit_form_get_user_list($form).
