Legend on captcha shouldn't show

The legend on a captcha element looks wierd and probably shouldn't show on the form.

Add a captcha and view the form as an anomymous user

See the two attached images. One showing how it's displayed now, the other showing the proposed change.

You can hide the CAPTCHA's fieldset's title via the CAPTCHA module's settings by removing the "Challenge title".
