Move pdb_react into own project

Problem/Motivation

As stated on https://www.drupal.org/project/pdb/issues/2899122 ✨ Move individual framework submodules into their own projects Fixed and to move into that direction, we need to move the pdb_react submodule into its own project.

Proposed resolution

Move the pdb_react submodule into its own project.

Remaining tasks

I already created the pdb_react project https://www.drupal.org/project/pdb_react → and moved the currect codebase from the submodule to there. We now need to remove the submodule codebase from the main pdb module.

Something like this should have generated a new minor or major release. a patch release is insufficient for such a refactor. This require developer actions beyond just a normal composer update. You should consider the sites that have the module enabled would be broken due to removing the various sub modules.
