Set Permission For Adminstrator

Problem/Motivation

The Launch Checklist settings and configuration are unavailable after install and enable. This occurs when User 1 has been disabled.

Steps to reproduce

1. Install and enable the launch checklist module on a site with User 1 disabled
2. On the extends menu locate the launch checklist module and you can verify that no Confiration cog exists
3. Go to permissions and you can see that the launch checklist is not enabled for the current user

Proposed resolution

When you enable the module, always check the permissions screen.
