New structure of etc/patches folder

Structure etc/patches folder to follow project structure.

For example, a patch for drupal/core should go in /etc/patches/drupal/core. Patch for webform in /etc/patches/drupal/webform … (this is because with the MR flow on drupal.org we will have more local patches).

Tasks:

1. Adjust structure
2. Adjust path to local files in composer.json
