Move Global Notifications logic from Config API to State API

Currently, global notifications and global notification last check timestamp are saved in the semantic connector config. This is annoying as this always gets marked as a config difference during deployments etc.

Let's move this logic to State API.

Note that this will also require changes in pp_taxonomy_manager and powertagging modules.
