Distinguish between local user account not existing vs local user account not allowing CAS

Problem/Motivation

There's no distinction between a user completing the CAS login process but not having a local user account, vs completing the CAS login process but their local account not having CAS privileges to log into Drupal.

Proposed resolution

Work out a means to distinguish between these two login states.

There was a subtle change in the module's logic due to ✨ Make CAS username available to session/tokens even if Drupal login is denied Needs review so that's where the new event needed to go.
