Hi bgogoi, deleting those users should clear out the user licenses. We know that this system is sometimes not working as expected and we are currently preparing to add the possibility to manually delete user license entries from the user license dashboard.
If somehow, deletion of a user has not resulted from deletion of the user license associated with the user's email address, you could try cycling through the deletion process again by creating and then deleting a user with the same email address.
