Ability to have a megamenu

We want the ability to have a megamenu like menu be added to the normal menu.
This should work be adding children to the Primary menu.
Should go up to 3 levels deep.
Number of columns will be based on how many 2nd level children menu items there are.

There should be no JS library or drupal module for this.
