IMCE Upload Link appears in Modal for non-permissioned users

Problem/Motivation

I have IMCE installed and only the Administrator Role can view files via /imce. No role can upload via IMCE links. IMCE links have been removed from all WYSIWYG formats. IMCE is disallowed and disabled on all Media Types. The file upload link does not appear in the Media Library when navigating directly to the Media Library. However, it does appear in the Modal pop-up when selecting Media via a Media field using the Media Library widget for all roles that can select Media from the Media Library.

Steps to reproduce

Add an Entity reference, Reference type: Media, Media type: Image field to a Content Type, and then try to add an existing image in the Media Library via that field.
