Fix regression(s) from [#2956990]

Problem/Motivation

The commit from 🐛 Settings no longer stored as third party settings Fixed seemed to have caused at least some deprecation regressions that cause tests to fail

It may be that 🐛 TypeError on latest dev Postponed: needs info is another regression from that issue (need to investigate still).

This issue will try to make tests run and fix at least the deprecation warnings that cause tests to fail

Steps to reproduce


composer require --dev symfony/phpunit-bridge 'drupal/menu_multilingual:^1.0@alpha' drupal/menu_block \
