[Keyboard Accessibility] Error modals - Unable to close modal with keyboard only

Problem/Motivation

When AJAX forms throw alerts, the modal is not activated and therefore is missing a background and keyboard triggers.

For example, Unable to use ESC key to close the error pop-up message displayed when user hits "Next" button without selecting an option on the /join form.

Steps to reproduce

- go to /join
- click "next" without selecting an option
- observe modal can not be escaped with ESC key.

Proposed resolution

Ensure modals are processed after ajax.
