domain_path_pathauto defaults to disabled

It looks like the `domainPathPathautoGenerationIsEnabled` method looks up if generate alias was enabled previously on a node and preserves it... but if its a new node, its never enabled.

This seems to lead to it applying path auto only on path_alias (which doesn't work as expected for us; we end up with paths getting `-0` appended to them).

This defaults it to "on".
