Limit menu depth to 3 items

Problem/Motivation

Right now, the Admin menu has several items in the menu that have a depth deepen than the one used in the existing Toolbar. For example, (1)Structure > (2)Display modes > (3)View modes > (4)Add view mode. This one is one level too deep.

Proposed resolution

Remove any menu item deeper than 3 on the Admin menu.
