Remove Drupal 10 compatibility (2.x)

Problem/Motivation

In #3325294: Add Drupal 10 compatibility → we added Drupal 10 compatibility, but later discovered that this module isn't going to be compatible with Drush 12 without backwards-incompatible changes. Drush 12 is the earliest version supporting Drupal 10, which means that we're not going to be able to support Drupal 10 in 2.x.

Proposed resolution

Let's change the version constraints again.
