Is this project abandoned ?

This project is alive and well but things move at their own pace, it's always a lot of work. But there is progress on D10 compatibility here: 📌 Drupal 10 compatibility for User Points Needs review . You can help test the latest patch and help speed things along. I'll soon need to check out this module as well in D10 so I hope all is good with it :)
