[Keyboard Accessibility] Carousel - Previous/Next arrows not focus visible

Problem found: Previous/Next arrows not focus visible

Prev/next arrows are not highlighted when they are in focus when the user navigates through the page via keyboard navigation.

Tab through the controls on the page with a carousel.

Prev/Next arrows should have a visible focus state.
