@vishal.kadam - It's a wise idea to be transparent about why you decide to confirm users.

Typically, the path to confirm users is by reviewing their post content. Without any content to review, it is hard for site moderators to understand your motivations for confirming accounts. I have looked at some of your reviews; some of the users you confirmed have no content.

Ideally, giving them some helpful links is a great way to welcome folks to the community.
