Switch to FilterInterface::TYPE_TRANSFORM_IRREVERSIBLE

Problem/Motivation

CKEditor 5 only works with HTML-based text formats. The “Add target attribute to links” (filter_target_attributes) filter implies this text format is not HTML anymore. Switch to FilterInterface::TYPE_TRANSFORM_IRREVERSIBLE.
