drush cache:rebuild stops my rule(s)

Problem/Motivation

If I run drush cache:rebuild my simple login rule stops working. No Rules evaluation log shown.

Steps to reproduce

have a simple login redirection rule
drush cache:rebuild
log in
-> no redirection
Clear all caches from Admin Toolbar and log out
log in
-> redirection works with evaluation log

Don't know if all my rules are affected.
Saving the rule seems to solve this, too.
Found on alpha7 and latest dev.

I think this is the same issue here -> https://www.drupal.org/project/rules/issues/2816033 🐛 Rules registers no listeners on rare occasions. Needs review
