New Component: Create an Image ticker.

This ticket is for the creation of a new component.

This will be an image ticker component, allowing users to upload as many photos as needed.
Images will be put into an image style or responsive image, so they all have the same height.
When placed on a page, images will continuously scroll.
Ideally, this can be done with plain TWIG and CSS, but add JS if needed.

On the component, maybe have an option to allow users to adjust speed.
