Allow new version of Bibcite

Problem/Motivation

Bibcite has a new version, 3.0.0. The current citation select module does not allow us to install it.

Steps to reproduce

Use Composer to install citation_select and/or bibcite. You will be unable to specify the latest 3.0.0-beta3 version.

Proposed resolution

Include 3.0@beta as an optional version in composer.json.

I have installed it and tested with the configs available in the Islandora Starter Site. It seems to work well.
