This is not a duplicate as what was referenced is the image module and I am using is the responsive image module. I've tried setting the attribute loading and it does nothing to the image. I've tried setting it in this preprocess: preprocess_responsive_image but it does nothing.

You should set up a dedicated view mode for the hero image that doesn't use lazy loading, then configure whatever's outputting the hero image to use that.
If you've already done this and that's not working for some reason, then please provide steps to reproduce with a clean Drupal 10.1.1 install.

@catch I have a view mode for the hero image that uses responsive image format. There's no option for changing the loading of the image from the format option like there is for the image format.
Also this is D9.5 not D10.
It looks like that configuration launched β in Drupal 10.1.0 β . You can test the feature in a local install of 10.1.0 or with https://simplytest.me. Features are not backported.
