_a11y_autocomplete_element_find_library() produces wrong path when Drupal is installed into a subdirectory

I'm pretty opposed to asking people to download stuff with npm and put it in a public folder, instead of just 'using the tools'

The current code is my attempt to get around these short-comings:

• ✨ Official support for npm Closed: duplicate
• ✨ Implement core management of 3rd-party FE libraries Active

i.e it would be good for us to have a supported way of installing npm packages. We had a composer initiative, we need an npm one too 😃

Definitely open to other suggestions though

FYI https://www.drupal.org/project/a11y_autocomplete_element/releases/1.0.4 → includes support for asset packagist (but don't get me started on using composer to manage npm dependencies)
