Never mind, this is an issue with the ECK module.
The following error is triggered when enabling ECK Site Settings if no ECK entity type with id settings exists:
Drupal\Component\Plugin\Exception\PluginNotFoundException: The "settings_type" entity type does not exist.
It doesn't break anything, the module is still enabled successfully.
