D7: Update quant_file module to depend on file_entity

Actually... not sure if that module is needed. I see:

list($url, $context) = _quant_prepare_entity('file', $file['fid']);

and I tested it with file_entity and it worked but I need to test without it.

It does seem to as I disabled file_entity and then get these in the logs:

No URL found for file 1

and

No URI found for entity file 1
