When translation is disabled on scheduler fields, scheduler settings are still displayed

Problem/Motivation

When translation is enabled on the site and disabled on the "publish_on" and "unpublish_on" fields, details of scheduling options are still displayed. It's annoying in the sense that on a node we don't want to display this information on the translation because the fields are not translatable

Steps to reproduce

1) Activate the translation on the site
2) Add scheduler with the translation enabled on a content type
3) Disable translation on this content type for fields "publish_on" and "unpublish_on"
4) Create a content and try to translate it and there is Scheduling options details displayed

Proposed resolution

Just add a condition to remove access to scheduling options when translation is not allowed on these two fields
