Thanks for the feedback. I just checked in a new D10 installation and the module seems to be working. From your description it seems you think the configuration page is where you configure the restricted roles. Its actually the opposite, in the configuration page you restrict the roles that should have access to the page. I realize its not clear so I'll change the configuration role column label from "Role" to "Allowed Roles". Hopefully this will make the module configuration more clear
