Add ability to use filter from other users

Problem/Motivation

I think, it would be useful to share with other users saved search.

Proposed resolution

For this I suggest add checkbox to the form with label `Make search accessible by other users.`. For this checkbox add DB column `access_type` with 2 possible values: `all` and `own`. If record has this column equal `all`, then other users with access to the view will see this search, but without ability to delete it.
