Ability to turn off logging for a feed

Problem/Motivation

Custom feeds may be used to import/check for imports frequently (every minute, etc...) If there are no new items feeds currently logs "there are no new..." this can fill up logs and just may not be desired for certain types of feeds.

Proposed resolution

I'm suggesting giving the option to 'Disable logging' when creating a feed, or only to log errors, not warnings/statuses associated with a feed
