Switch default front-end theme to Olivero

Problem/Motivation

Bartik is removed from Drupal 10 although the profile is still using Bartik as default theme. See [#3304352]

We do not force theme update for existing projects because they might use a custom frontend theme.

Remaining tasks

1. Get rid of Bartik theme
2. Switch to Olivero
3. Update all the necessary configs in config/install.
