Autocomplete (Tags style) widget not working with multi-value field

Multiple values are comma separated, this is how it always worked in Drupal core, also in D7. If you had something else then you had a contrib module for that installed. If you're looking for a pills-like UI for an autocomplete widget, you can try the select2 module which offers an alternative widget.

Ah, thanks for pointing this out; I was fuzzy on this. I wonder if it is an issue that the widget does not indicate anywhere that the user has to type in commas. I guess that is up to the webmaster to know and enter. Thanks for the module tip.
