Problem/Motivation

Claro 9 and Claro 10 has different layout styling for node forms.
📌 Fix layout node form display for Drupal 10.1.0-alpha1 Fixed

Steps to reproduce

Given that a content admin has access to create content
When creating a new Blog post
Then the layout for the node form will face issues

Proposed resolution

Add Claro 9 layout node form style for Drupal 9.
Add Claro 10 layout node form style for Drupal 10.
Extend claro/global-styling library with targeted Drupal 9 or 10 styling layout.
