Make the theme compatible with Drupal 10

-core_version_requirement: ^8 || ^9
+core_version_requirement: ^8 || ^9 || ^10

If core_version_requirement is changed, core needs to be removed.

Did you verify the theme is not using any function, method, class, or service that have been removed in Drupal 10?

The fork created can be used with Drupal9|10, using version 'dev-8.x-1.x' in composer

We need to move jquery/once to use core/once, moving to needs work
