Port Spoiler to Drupal 9+

This is a very simple module but it would be nice to have it ported to Drupal 9+.

I think there should be four pieces:

1. Recreate the basic text filter as it exists today, i.e. the shortcode syntax, plus some settings.
2. Create a second text filter that uses HTML tags for compatibility with ckeditor5.
3. Build a CKEditor 5 plugin.
4. Create a migration process plugin that converts from the old shortcode syntax to the new syntax.
