Make Excel output optional

Problem/Motivation

vbo_export requires on phpoffice/phpspreadsheet which pulls-in other things. That is a lot to pull in for users who do not need Excel export capabilities.

Proposed resolution

Remove phpoffice/phpspreadsheet from being a requirement. If it is present, offer Excel export, otherwise offer only CSV.
