installation on standard profile produces exception about existing config

Problem/Motivation

I installed this module on a fresh Drupal installed with the standard profile, and I got this crash:

Configuration objects (core.entity_form_display.media.image.default, core.entity_form_display.media.image.media
_library, core.entity_view_display.media.image.default, core.entity_view_display.media.image.media_library, edi
tor.editor.basic_html, editor.editor.full_html, field.field.media.image.field_media_image, field.storage.media.
field_media_image, filter.format.basic_html, filter.format.full_html, filter.format.restricted_html, media.type
.image) provided by rocketship_core already exist in active configuration

These should be moved to config/optional.

Comments in installOptionalConfig() say that optional config won't be installed if it exists already.
