Enable configuration form for drowl_paragraphs_type_block_content

Problem/Motivation

We forgot to enable the configuration form by default in drowl_paragraphs_type_block_content - currently the block properties can't be set, which is a bug.

I don't think we'll add a complex update hook to change this, but at least in future installations it should be fixed!
