Make sure only configured bundles are validated, add/improve verification. Also fix HELP page settings link.

Problem/Motivation

Anyone not using etuf could experience this issue, or else anyone not wanting a bundle to be verified would expect the configuration to be respected however the config check is missing, see the commit that I am about to push.

Steps to reproduce

Install safedelete
install multiple languages
make node translateable
Add a new content type, do not use ETUF , add english version, then translate a version in another language
