Cache max age is ignored

Problem/Motivation

Cache max-age is ignored when collecting cache from condition plugins. I have a custom plugin that makes certain blocks visible only in the date-time range. The site editor would like the same possibility for a custom menu item, hence this module has been utilized.

Proposed resolution

Add max-age cache params in the menu preprocess similarly to how it's done to cache tags and contexts.
