webform_post_update_deprecate_location_places fails in d10 drush updb

Problem/Motivation

Steps to reproduce

install webform dev-6.2.x
drupal version: 10.1.0-rc1
PHP version : 8.1.16
DB driver : mysql

when running drush updb it errors and spits out
> [error] Update failed: webform_post_update_deprecate_location_places
> [warning] Invalid placeholder (severity_level) with string: "%type: @message in %function (line %line of %file)." FormattableMarkup.php:245
