Can't save Account Settings

Setting to major, as this will prevent certain core features from working, although with the workaround of uninstalling this module, setting values in /admin/config/people/accounts, then reinstalling this module.

> Perhaps the two fields ("Untranslated message when a user is not logged in ...") could be put on their own config page, to minimize interference with Core settings? It could be under /admin/config/people/accounts/uli-custom-workflow.

Instead of moving the two new fields to their own page, I fixed where the submit handler resides in the form array. If we want to change where the custom fields reside, that would be a separate issue.
