Translations not are not updated during bulk generation

Problem/Motivation

Bulk generation is not updating translations aliases although the option to generate automatically is checked.

Steps to reproduce

Before setting up any pathauto pattern, create a page and translate it into another language
Create a pathauto pattern for the content type you have created
Edit the first page created and check the box "Generate automatic URL alias". Save.
Now the page has an alias but not the translation
Go to the pathauto bulk generation form, select "content" and "Generate a URL alias for un-aliased paths only"
The translation still has no alias. See that the checkbox of the translation is selected to "Generate automatic url alias"

Proposed resolution

Update the translations when running the bulk update.
It would be at least advisable to not select the checkbox "Generate automatic URL alias" on translations for consistency.

Remaining tasks

Figure out the code to do this.

Isn't this a duplicate of 2973478 🐛 Aliases are not created for affected translations RTBC ?

The bulk update seems to look for nodes that have no alias. As soon as a translation has an alias - even though all the other have no alias - the node is skipped. Included patch will expand the query and will also include nodes with mission translation aliases.
