The email value to check for is empty, so any email is judged to be dangerous.
Go to Production Check (/admin/reports/prod-check) with a valid system email, and see the message:
Dangerous website e-mail address is info@mywebsite.org
The Website email e-mail address should not be a development addresses on production sites!
Define site_email as 'admin@example.com' in config/install/prod_check.settings.yml.
