Hi. Inline Entity Form is good for managing referenced menus since there are no similar modules now in the Drupal ecosystem.
If you want to reference a menu on a Node or Entity and give content editors the ability to create/edit/manage links IEF is a great tool for this purpose.
But, Menu config entity in Drupal has some differences that in my opinion require a separate form widget to be implemented.
The main difference is that Menu has Menu links entities that are referenced to the menu. It would be good to give users ability to edit links at the same place (do not ask content editors to go to the menu page and edit links there)
The second difference is that the menu config entity does not have a default form. IEF cant render default form because of that.
