Update to Drupal 10 support

I've opened a merge request that updates composer.json and commerce_moneris_checkout.info.yml. To be honest, I didn't look through the entire module code to see if there are deprecations that need to be addressed. If this is fine as is, great! But it might be worth some quick check to make sure nothing else needed to be updated.

I also added a fix to commerce_moneris_checkout.libraries.yml.

The library change is incorrect, the JS needs to be updated (See https://www.drupal.org/node/3158256 → ).
The JS is probably broken as a result.

Is there anything more to do here?
